The West Virginia Intelligence Fusion Center and InfraGard West Virginia Presents: Pipeline Security in Rural West Virginia and CI/Espionage Awareness; Date: June 29, 2018

Registration information:

West Virginia has become the place to be for pipeline, energy, chemical and critical manufacturing projects, and research into these areas. In November 2017 the China Energy Investment Corporation signed and MOU with the WV Department of Commerce for $83.7 billion in investments in WV over the next 20 years. This deal and other progress within the State of WV will bring change and impact the communities and all businesses within the whole state. There are four pipeline projects in the works in WV in addition to the large storage hub. If you have questions on how this may or may not affect you, please use this opportunity to learn more. This training opportunity is being offered to help prepare your community and/or company for the coming changes.

This training is only for WV Intel Fusion Center staff and FLOs, InfraGard Members, and FBI Citizens Academy Alumni Association members only.
WV DCJS LETC has proved approval for in service training credit for this educational opportunity.

Bill Minear
Bill Minear is the West Virginia Director of Infrastructure Protection Programs. As a Military Authority employee, he supports all facets of the state's homeland security and emergency management/response programs. Serving as a long-standing partner with the West Virginia/Intelligence Fusion Center, he leads the public/private sector outreach mission for specialized education and information/intelligence-sharing. Bill is the co-organizer of the Combined Intelligence Operations Center (CIOC), a joint information and intelligence collaboration between the WV National Guard J2 Intelligence Directorate, the WV Intelligence Fusion Center, and federal, state, local, and private sector partners.

Prior to his current homeland security position, Bill's career combines over 40 years of emergency medical, fire/rescue, law enforcement, and industrial security experiences. A licensed WV Paramedic, he served as Williamstown Chief of Police, a Task Force Agent with Parkersburg Violent Crimes and Narcotics Task Force, and held several Safety & Security Director positions for international EMC and Fortune 50 organizations.
He holds professional board certifications with ASIS International (Certified Protection Professional) and IAEM (Certified Emergency Manager).

As Director of Energy & Transportation Services, Mr. Rotruck is a key leader of Spilman's Government Relations Group, Energy Group and the Shale Gas Practice Group.
